Saelese Haynes is a civil Attorney-at-Law of ten years’ call and a National Scholar. She has been called to the Bar of England and Wales and to the Bar of Trinidad and Tobago. She is the Head of Chambers at Titan Chambers which she founded in 2018 in an effort to streamline and further explore dynamic and developing areas of the law and to promote a client centric approach to the provision of legal services. Her practice is primarily focused on providing corporate and commercial legal services, including General Legal Counsel, Corporate Secretarial and Compliance functions to local businesses.

Ms. Haynes spent three and a half years as a Legal Officer at the Ministry of Energy and Energy Affairs (now Ministry of Energy and Energy Industries “MEEI”) where she was involved in negotiating, preparing and executing complex contracts with third parties, including Production Sharing Contracts with multinational firms operating in the Oil and Gas sector. During her tenure, she was responsible for preparing Cabinet Notes, Memoranda and Opinions on a variety of matters, attending to active litigation matters, resolving day-to-day legal issues within the MEEI and she served as a part of the secretariat to several committees such as an inter-Ministerial committee to evaluate the legislative changes required to alleviate illegal mining, and the Standing Committee on Energy.

Ms. Haynes is also a member of the International Bar Association (“IBA”) and its Section on Energy, Environment, Natural Resources and Infrastructure Law as well as the current National Representative to the IBA. In 2016, she contributed to its Journal on Energy and Natural Resources Law with an article entitled “Supply of energy and resources: its effect on economic and political stability and the effect of geopolitical issues on such supply”, a copy of which can be found at Journal of Energy & Natural Resources Law, Volume 34, 2016. Saelese also co-authored a chapter entitled “Host Government Instruments and Natural Gas Provisions” in the Palgrave Handbook of Natural Gas and Global Energy Transitions, edited by Damilola S. Olawuyi and Eduardo G. Pereira.  She has attended and contributed to Trinidad and Tobago Extractive Industries Transparency Initiative (EITI) Corporate Governance seminars and other workshops.

In 2016, Ms. Haynes joined the Trinidad and Tobago Housing Development Corporation (HDC) as in-house Counsel. While at the HDC, she handled and supervised a number of conveyancing matters, both where the HDC was in the process of acquiring property as well as for the allocation of such. She also represented the HDC in numerous matters at the High Court and Petty Civil Courts, both with and without Counsel. She has also served on two of the Boards of the HDC’s management companies.
